Preston City Council has produced a North West Preston Masterplan Supplementary Planning Document (SPD).
This SPD was adopted by Preston City Council on 20 March 2017. The Adopted Masterplan documents are available for download via the documents section on this page.
Hard copies are also available for viewing upon request at the Town Hall during normal office hours.
The SPD provides an additional layer of indicative detail and design principles to supplement Policy MD2 of the adopted Preston Local Plan (APLP).
It currently comprises a suite of three main guidance documents:
An updated Delivery and Implementation Plan (DIP) will also be available shortly, which will be an important supporting document to the SPD.
The adopted Central Lancashire Core Strategy identifies North West Preston as a Strategic Location for Development (NWPSL), and Policy MD2 of the adopted Preston Local Plan (APLP) sets out the necessary infrastructure requirements for the area and the specific criteria upon which development proposals in the area will be assessed.
The NWPSL has the capacity to accommodate approximately 5,300 dwellings across a net developable area of about 177 hectares.
Development of the scale envisaged requires careful planning and coordination, particularly given the highway and other infrastructure requirements and the number of different landowners and developers involved in the area.
The North West Preston Masterplan SPD provides further guidance about how the Council would like to see its vision for the area, as outlined in Policy MD2 of the Local Plan, implemented.
Whilst not forming part of the statutory development plan, the SPD will be afforded significant weight as a material consideration in determining planning applications and will help to speed up the decision making process and deliver the housing that Preston needs in a coordinated and sequential manner.
The development of the North West Preston strategic location is a long term vision (potentially over 20 years or more).
The plans are indicative only and will therefore be subject to periodic review, update and refinement over the long term.
