Applications are invited for this new post, which will be available from 1 April 2019, following an internal restructure and retirement.
The post will be responsible for managing a team of staff who currently deliver the Council’s statutory Disabled Facilities Grant service. You will monitor and oversee this process, provide budget updates and other relevant data for monitoring purposes, and be involved in approving grants and paying contractors. You will also carry a small personal caseload of grant cases which will require you to make site visits, assess properties, and draw up plans of the required adaptations. As a result you will need to possess a qualification of a technical/building nature and be familiar with the construction of dwellings and also able to prepare and draw up simple plans. A knowledge of the relevant legislation around Disabled Facilities Grants will also be essential.
You will also be responsible for managing the Environmental Health Services’ Support Team. Supported by a supervisor in the team, you will need to ensure that the administrative functions they provide across all the Environmental Health teams are undertaken in accordance with the necessary statutory and financial procedures in place in the Council.
At the current time, the Council is also involved in programmes of work around improving energy efficiency in the City’s private housing stock. You will oversee the Council’s role in these programmes, attend meetings with other Lancashire local authorities, and be involved in bidding and monitoring funding schemes as part of a Lancashire collaborative.
You must be organised, able to manage a varied workload and be able to meet multiple deadlines. You must also have experience of training and supervising staff and monitoring their performance and outputs.
