Residents' parking schemes

Applying for a permit

For a resident to be eligible to apply for a parking permit, their property must be within one of the existing residents' parking zones. In order to check whether or not your property is within a  zone, please download the PDF list.

If your property is within one of the existing zones and you wish to apply for a permit please use the residents' application form.

When returning the application form, please enclose the required photocopies (send no originals) of the requested documentation and payment as identified on the application form and send to:

Permit parking

What is a permit parking scheme?

This is a measure designed to allow car owning residents the opportunity to park close to their home by restricting the parking of others who are not residents.

It does not guarantee that a parking space will be available, nor does it guarantee that a resident will be able to park directly outside their house (it does not reserve a specific space).

This does not involve any highway improvements or the construction of lay-bys. Such measures are complimented with waiting restrictions on the opposite side of the carriageway to allow the free flow of traffic.

How do they work?

In each scheme, a street or a series of streets are called a parking zone. Within the zone a permit holder can park in the marked parking bays for as long as required. Holders of permits issued for one zone cannot use that permit to park in another zone.

Basically, a valid permit must be displayed in a vehicle at all times.

How much does a permit cost?

Currently the annual charge as at April 2012 is £29.00 for the first permit and £45.00 for the second . Residents are limited to two permits per household. This amount is subject to change from time to time at the council's discretion. (This charge partly covers administration, installation and the maintenance of signs, road markings etc). Please note that Blue Badge Holders are issued one residents permit free if they have a vehicle registered at their address and are the driver of the vehicle.

Where do I apply for a permit?

Application Packs can be obtained by post from Preston City Council, Environment Directorate, Engineers Section, Town Hall, Lancaster Road,  Preston PR1 2RL. Telephone 01772 - 906507, or collected from the One Stop Shop, at the Town Hall, Lancaster Road.

Who can have a permit?

Residents who live in a property inside a zone and own a vehicle can have a Permit, however only two permits per household are allowed.

Where do my visitors park?

In each zone priority is given to car owning residents as regards the number of bays provided and the capacity available to achieve this. A visitor permit facility has been introduced, which allows residents to obtain permits for use by their visitors, to enable them to park their vehicles in the spaces provided.

The visitor permit will also allow contractors to park whilst undertaking maintenance on a property. This is, of course, subject to the availability of highway space and the number of permits already issued to car owning residents. Details of this are available on a separate visitor leaflet and can be applied for using the visitor application form or by using the same points of contact as for residents' parking permits.

Visitor permits consist of either a card that allows for 15 visits at £5.00 or a disc that is valid for a period of 1,3, 6 or 12 months. Once a valid authorisation card has been issued, discs can be applied for on the application form below and cost:

  • 1 Month £ 8.00
  • 3 Months £22.00 
  • 6 Months £40.00
  • 12 Months £75.00  

Please note that authorisation cards are issued free of charge to those residents who also have a valid current residents parking permit. Otherwise, authorisation cards are £5.50.  

Who enforces the scheme?

With effect from the 7 September 2009, Lancashire Parking Services are responsible for managing the on-street parking enforcement. If you receive a Penalty Charge Notice (PCN) and you have an enquiry, please contact 0800 195 2774.

What happens when I change my vehicle?

A new permit will be issued free of charge on surrender of the old permit. Please remember that a valid permit must be displayed in the vehicle at all times. So this may mean purchasing a visitor card or parking outside of the zone whilst a change of vehicle application is processed. Also, supporting documents for the new vehicle will also need to be submitted.

What if my permit is lost, mutilated or stolen?

If a permit is lost or mutilated a duplicate can be requested at a charge.

Stolen permits will be replaced free if you quote the crime report number which is given when you report the loss of your permit to the Police.

Disadvantages 

(a) Current Annual charge from April 2012 for 1st permit - £29.00, 2nd permit - £45.00.
(b) A maximum of two permits per household.
(c) Marked parking bays will not be provided in every street.
(d) Does not guarantee a space will be available.
(e) Does not guarantee a space in a particular street.
(f) May lead to disputes between neighbours competing for parking spaces.

Advantages 

(a) Gives car owning residents of the zone the opportunity of parking close to their home by restricting the parking of others who are not residents.
(b) Potentially improves the general environmental aspects of the area.
(c) Potentially reduces the number of vehicle movements in the area.
