Parking fines (Penalty Charge Notices)

Penalty Charge Notices (PCN)

If you have received a parking ticket in Preston City Centre you can pay or challenge the parking fine online.

Chipside Lancashire work on behalf or Preston City Council to issue and pursue parking tickets on our car parks (Bus Station, Market Hall and Hill Street).

For payment/enquiries telephone 0845 505 2525 or visit www.chipsidelancashire.org. The postal address for Chipside is:

On receipt of the PCN

  • Pay the PCN immediately
  • Or, challenge the PCN. This can be done by email or writing to the address details shown on the reverse of the ticket, within 14 days of issue.

Your challenge is rejected; what happens next

  • Pay parking fine 
  • Or, make a formal representation to Chipside on receipt of the ‘Notice to Owner’

The representation is rejected; your options now 

  • Pay parking fine. 
  • Or, make an appeal to the independent adjudicator at the Traffic Penalty Tribunal organisation

If you ignore the PCN or do not pay, further action may be taken and could result in bailiffs being instructed to recover the charge.

The issuing of PCNs is under the Traffic Management Act 2004 (part 6). Further information can be obtained from the Office of Public Sector Information website.

Civil Enforcement Officers are able to serve PCNs on any day, and at anytime to vehicles or motorists when a parking restriction is in force. Please note normal parking restrictions apply on public holidays unless signs on site indicate otherwise. The highway code contains further advice regarding parking in general.

Parking on roads

If you receive a penalty charge notice on the highway, for example, due to parking on a single or double yellow line then any queries should be directed to Lancashire Parking Services www.lancashire.gov.uk/parking at parking@lancashire.gov.uk or 0800 1952774.
