Local Development Framework (LDF) and Central Lancashire

A further hearing session on the Central Lancashire Core Strategy Housing Related Changes was held in March 2012. The Inspector is now preparing his report which is expected shortly.  

Introduction

In May 2005 consultants prepared a document called the ‘Central Lancashire Sub-Regional Strategy’ which suggested that Preston, South Ribble and Chorley councils should work together on the common parts of the document that would replace their Local Plans. This replacement document (or collection of documents in reality) is called The Local Development Framework.

Local development framework (LDF)

This collection of documents together set out how Preston will develop over the next 15 years, and is prepared in a way that allows plenty of opportunity for you to have your say. It is made up of the following parts :-

  • annual monitoring report (AMR)
  • development plan documents (DPDs)
  • local development scheme (LDS) 
  • statement of community involvement (SCI) 
  • supplementary planning documents (SPDs)
  • sustainability appraisal and strategic environmental assessment (SA&SEA)
     

The framework documents have been produced by a team of planning officers from all three councils; this large combined local authority area is called Central Lancashire.

Working together helps to develop detailed policies that are relevant to local areas and take into account similar and important issues across the three council areas; as well as allowing us to be consistent in achieving our goal of reaching the highest potential for all three authority areas.

The Core Strategy

Of all the documents listed above, the development plan documents (DPDs) are of the highest value and importance to the framework because they actually set out our policies; with the most important of these being The Core Strategy. It’s purpose is to describe how we are going to manage and allocate future development in the Central Lancashire area over the coming years.

Community Infrastructure Levy

The Central Lancashire authorities are working on considering what levy rates should be charges on new build developments as a way of securing funds for infrastructure provision.  Please see the Central Lancashire website for more information.
