Preston plays host to a number of different processions throughout the year, from Remembrance Parades, Caribbean Carnivals & Religious Processions. Within this section you will find information relating to the types of events which Preston City Council can exercise the Town Police Clauses Act to close roads as well as information and guidance for procession organisers and application forms for road closures.
If you are intending to host an event on the highway you need to seek permission from the appropriate authority. Under the Town Police Clauses Act 1847, Preston City Council can process road closures for the following events:
Event organisers need to give themselves enough time to fully plan the proposed event. A road closure has the potential to be very disruptive to local residents and highway user's, so careful consideration should be given to decide if the event could be held somewhere else other than the highway.
Due to feedback following a number of road closures on New Hall Lane, Preston City Council will no longer process Road Closure orders for processions that take in New Hall Lane unless it can be demonstrated that the procession is of either significant local or national importance.
Should applicants wish to hold processions taking in New Hall Lane that are not of significance they will need to apply to Lancashire County Council for permission to close the roads.
You can apply to be considered for a road closure through the road closure application process.
Road closures for sporting events need to be processed by Lancashire County Council by contacting email@example.com 0845 053 0011.
If you are in doubt about whether you need a road closure, event organisers should contact the Council's Highways team firstname.lastname@example.org 01772 906554.
