Underneath Lorraine there are two primary directorates - Environment, and Community and Business Services. There is also a Governance Director and a Festival Director. The Chief Executive has direct responsibility for Regeneration and Policy and Communications.

  • Policy and Communications is made up of Communications and Policy and Performance.
  • Regeneration consists of AvenCentral Partnership, Economic Regeneration, Housing Strategy and Enabling and Tourism.

This directorate incorporates Community Engagement, Contact Centre, Finance, ICT Services, Revenues and Benefits, Leisure, Harris Museum and the Guild Hall. Most of these sections are based in the Town Hall.

  • Community Engagement consists of Advice Services, Area Forums, Citizenzone, Equality and Diversity Engagement, Neighbourhood Management, Housing Advice and Homelessness and Creative Industries.
  • The Contact Centre is situated on the ground floor of the Town Hall and consists of a back office call centre for incoming telephone calls and a front facing One Stop Shop for face-to-face customer visits.
  • Finance consists of Accountancy Services and Creditors.
  • ICT services consists of Community and Continuity, Development and the Print Centre.
  • Revenues and Benefits consists of Business Rates, Council Tax, Housing Benefits and Sundry Debtors.
  • Leisure Management and Sports Development, The Harris Museum and Art gallery, and the leisure centres also come under this department.

This directorate incorporates Environment, Environmental Health, Planning, Strategic Housing, and Property. These sections are based at Lancastria House and Argyll Road.

  • Environment consists of Clean Environment, Parks and Horticulture Services, Waste Management, Engineering Services and Buildings Management.
  • Environmental Health consists of Animal Welfare, Cemetery/Crematorium, Environmental Protection, Food Safety, Health and Safety, Licensing Services, Private Sector Housing and Pest Control.
  • Planning consists of Building Control, Development Control, Planning Design and Planning Policy.
  • Property includes Preston Markets.

This covers Audit, Human Resources, Insurance and Risk, Law and Admin and Procurement. These sections are based in the Town Hall.

  • Internal Audit's main role is to carry out reviews of all the council’s activities to provide assurance that effective controls are in place to help services achieve their objectives.
  • The Human Resources department covers a wide range of functions including HR, Health and Safety, Emergency Planning, Payroll and Training.
  • Law and Admin consists of Community Safety, Electoral Services, Legal Services, and Member and Civic Services.
  • Procurement consists of procurement strategies and policies which define the council's approach to managing procurement.

This includes the Guild Community Programme, Events, the Cultural Development Office and Tourism. These sections are based at the Guild Hall.

  • Preston Guild occurs every 20 years, with the next one falling in 2012. A working group has been set up specifically to plan and organise events for the next guild.
  • The Preston Guild Community Programme is designed to get the whole of the city involved in the celebrations.
  • The events team are responsible for organising the council's annual events, including Caribbean Carnival, Mela, and Riversway Festival.
  • The Tourism department is responsible for both leisure and business tourism promotion and development for Preston. The department consists of a team of five in the Tourist Information Centre and a tourism manager.
  • The Cultural Development Office is responsible for the department, which works alongside tourism and events to promote culture in the city.
