Any person who wishes to operate a taxi private hire service must apply to the council for a private hire operator’s licence. Operator’s licences are issued for a period of one year.
Please note that all operating addresses must be within Preston. For further details on the responsibilities of a private hire operator please see 'private hire operator's licence conditions' in the documents section.
The reason for licensing private hire operators is the safety of the public, who will be using operators' premises, vehicles and drivers, arranged through them.
A private hire vehicle should only be sent to a customer by a private hire operator who holds an operator’s licence.
Such a licence allows the operator to invite or accept bookings for a private hire vehicle. A private hire operator must ensure that every private hire vehicle is driven by a person who holds a private hire driver’s licence that has been issued by the same local authority.
You can apply for your new or renewal operator licence in the following ways:
Online - complete our private hire operator licences application form, which will include payment
Postal - post, or deliver, the 'private hire operator licences application form' to the Town Hall (address at the bottom of the page). This form can be found in the documents section or collected from the Town Hall reception. Payment must be made through the licensing office on 01772 906910 (option 1) using a debit or credit card.

Please note that once you have had your operator licence for nearly 12 months, the council will remind you, in writing, to renew your licence before it expires.
You will need to include a copy of the following documents:
* A Criminal Record Check is only required if you do no have a private hire drivers licence with this authority
* Public Liability Insurance is only required for operators with a public waiting area
Please note that if you are applying for your licence online and do not have a digital copy of the relevant documents, you can post, or deliver, your documents to the Town Hall (address at the bottom of the page). Alternatively, it can be emailed or faxed to us using the details at the bottom of the page.
You can apply online for a Criminal Record Check certificate if your current address is in the UK and you have been living at this address for at least 12 months. To apply online please visit Disclosure Scotland - apply online for Basic Disclosure.
If you do not satisfy the criteria above, then you will need to request a disclosure application form by visiting Disclosure Scotland - request forms. Once completed please return to Disclosure Scotland at the address below:

Once your correctly completed application is received, they will aim to issue your disclosure certificate within 14 days.
