
There are three types of licence required by the Gambling Act 2005:
- An Operator Licence concerned with the management and conduct of gambling.
- A Personal Licence for persons with key operational functions connected with the gambling business.

- A Premises Licence for the property where the gambling takes place.
The Council is responsible for the issue of Premises Licences.
Premises Licences cover the following licensable activities, namely:
- Adult Gaming
- Betting
- Bingo
- Casinos
- Family Entertainment Centres
- Track betting
There are currently no casinos based within the Preston area.
The Act also covers the issuing of Permits for various permissions:
- Club Gaming
- Club Gaming Machines
- Family Entertainment Centre Gaming Machines
- Licensed Premises Gaming Machines
- Prize Gaming
The Act also allows the council to register small-society or non-commercial lotteries.
